    JOB SUMMARY:

    The National Center for State Courts is an independent, nonprofit court improvement organization located in Williamsburg, Virginia. NCSC's services – research, information services, education, consulting, association management, and technical assistance – are focused on helping courts implement improvements that promote efficiency and effectiveness, while ensuring access to justice, timeliness, and procedural satisfaction.
     
    The NCSC’s Institute for Court Management (ICM) division is seeking a Multimedia Instructional Designer to support work in the Creative Learning Services. This is a curriculum development, instructional design,  and interactive e-learning developer position that assists in the design and development of online learning products for external and internal clients.

    The successful candidate will employ knowledge, skills, and experience in adult learning theory, instructional design and curriculum development to conduct content review for course creation, devise instructional strategies and course-related learning activities, develop multimedia e-learning experiences, and create assessment mechanisms.

     

    DUTIES AND RESPONSIBILITIES:

    Duties and responsibilities performed by the incumbent include but are not limited to the following: 

    Instructional Design:

    • Provide instructional design for online courses;
    • Create and review instructional design documents and blueprints for course planning and production; 
    • Review course content for analysis and curation; 
    • Practice sound pedagogical and instructional design principles in the conception of e-learning activities and exercises; 
    • Recommend improvements and revisions to course content delivery and engagement; and
    • Develop assessments and evaluations for online courses.

     

    Writing for E-learning:

    • Write course outlines, objectives, on-screen text, narration scripts, scenarios, and other content materials as required for online course development.

     

    Multimedia E-learning Development:

    • Develop e-learning products using Adobe Captivate.
    • Use other multimedia software applications, as required, throughout the course development cycle in support of e-learning course development; 
    • Perform quality assurance testing and review of e-learning deliverables; 
    • Configure and administers operations of learning management systems in delivery of courses and in service to learners.  

    Subject Matter Expert Collaboration:

    • Work with clients, subject matter experts, contractors, and ICM staff in the collection, review, and curation of course content. 
    • Develop various components for online course creation and delivery, in collaboration and/or consultation with respective stakeholders.

    Division Marketing:

    • Participate in the development plans and objectives of the division by assisting in various marketing activities and initiatives.

    MINIMUM QUALIFICATIONS:

    To be considered for this position applicants must possess the following qualifications:

    • Bachelor’s degree in education, instructional design, instructional technology, communications, English, or a related discipline; or any equivalent combination of education and experience required to perform the work. 
    • Five or more years’ experience as an instructional designer, education program developer or similar role; and 
    • Three or more years’ experience developing e-learning training targeted towards adults in a learning, training, education or similar environment; experience using rapid e-learning authoring applications, web-based project management and development tools, and learning management systems.
    • Knowledge of the principles, methods, and practices of adult learning theory, curriculum development, and instructional design techniques; 
    • Working knowledge of online course design principles and evaluation methods;
    • Proficiency with rapid e-learning authoring applications; 
    • Proficiency with multimedia design software such as Adobe Creative Cloud (Acrobat, Photoshop, Illustrator); 
    • Proficiency with CMS and LMS platforms.
    • Proficiency in Microsoft Office applications.
    • Demonstrated ability to manage projects for timely and high-quality results; 
    • Strong written and verbal communication skills for course content development and delivery, client presentations and correspondences, and interpersonal communications.

    PREFERRED QUALIFICATIONS:

    • Master’s degree in one of the relevant discipline’s is preferred;
    • Experience working in an agency environment (external or in-house);
    • Experience in Adobe Captivate, proficiency with multimedia software such as Adobe Premiere, Audition, After Effects, and Edge Animate a plus.
