    The mission of Virginia Department of Health’s workforce development division is to create a competent, valued and engaged workforce through world-class training and development programs.

    Description:

    We’re looking for a self-motivated, systems thinker to lead the workforce development team. The ideal person will have a drive for continuous personal, team and process improvement; and an ability to merge patience with passion in working within state government agency systems to effect positive change.

    This position manages a team of workforce development staff to assess development needs agency-wide and propose innovative and workable solutions to address the needs. If you’re selected, you’ll  build relationships within and outside the agency to meet the needs of a diverse and geographically dispersed public health workforce in the 21st century and into the future.

    In this position, what you do every single day will affect the lives of people in your community and across the state.     Minimum Qualifications:
    • In-depth knowledge of adult learning theory and principles of workforce and organizational development.
    • Documented evidence of sustained superior performance in program and people management.
    • Experience in diagnosing organizational and group-level needs and measuring learning and development intervention effectiveness.
    • Ability to communicate effectively orally and in writing at all levels of the organization, from entry-level to executive leadership.
    • Advanced-level competence in delivering training and facilitating group discussions.
    • Demonstrated expertise in project management and managing multiple priorities.
    • Ability to form relationships with stakeholders and subject matter experts and collaborate on shared solutions to common problems.
    Preferred Qualifications:
    • Bachelor’s degree in Instructional Design, Organizational Development, Human Resources, Business Administration or related field or equivalent work experience.
    • Experience working with a geographically dispersed and diverse workforce.
    • Familiarity with Commonwealth of Virginia human resources policies, procedures and practices.
