    The State Corporation Commission (SCC) seeks an HR Talent Specialist to join its Division of Human Resources (HR). The Talent Specialist will have the opportunity to work across the talent functions including recruiting and learning and development. Key responsibilities include the ability to assess talent needs and recommend solutions, design and deliver learning and development programs for employees. In addition, this role will have primary accountability for enhancing the SCC’s college recruiting and internship programs by building relationships with faculty and staff at colleges and universities within Virginia and other states. The HR Talent Specialist will be responsible for creating a more structured internship program for the SCC to further develop a talent pipeline for entry-level recruiting. In addition, key projects will be assigned to assist with strategic initiatives including, but not limited to, structured onboarding programs, employee coaching, development action plans, inclusion and diversity and retention.


    Preferred qualifications for this position include a minimum of four years of professional experience in human resources, to include some experience in learning and development and recruiting; and a bachelor’s degree in Human Resources, Business Administration, or a related field. A master’s degree in Human Resources or a related field is preferred. Certifications in HR, Coaching or Learning & Development are preferred. Applicants must have the ability to design and facilitate learning programs, recruit entry-level talent, and provide coaching to enhance performance and retention. Excellent verbal and written communication skills are required. The ability to establish relationships and work effectively with SCC divisions to assess and recommend talent solutions is required.  Ideal candidates for this position will have effective analytical skills; the ability to organize and multi-task; the ability to use sound judgment for decision-making; and be proactive and self-motivated. Knowledge of computers and the Microsoft Office Suite is required.
